Description
See this Comm Center thread with Eric Benson. PA is supposed to be the sky PA, and it is actually the rotator mechanical PA, then I also write ROT_PA directly from the rotator (which is right).

Note that PA and ROT_PA needs to go into FITS for all mount types, not just GEM. I will fix this as well.
