During testing of Rising Plan Delay, I did some refactoring and decision improving. It now uses a lead time of 10% of the plan time span. Tracing and logging has been considerably improved, mostly for me.

Wow. I did a fairly extensive refactoring (for simplification) of the Schedule Loop where it looks at time and conditions and decides when to do what (observing, flats, cal frames, periodic AF, etc.). My tests weren't careful enough. The refactoring uncovered some formerly self-cancelling problems in my basic sky math rising/setting calculations used for timing. The sky math problems are surprising and have been there for many years.

I've swept through all of that and straightened it out. This is a show-stopper, so I'll roll up a 3.7a.
