This came up in this Comm Center thread by Dean Salman. He has HA plans that can be run with Moon and other plans RGB with Moon Down constraint. He is seeing the HA plans running (random choice) because they are eligible and that's crowding out the RGB plans which should be run in preference due to the Moon being down.
This is an interesting problem along the lines of the one for which Rising Plan Delay was created (different problem)> I'm looking for an elegant/general solution to this.
