Description 
See this Comm Center thread by Andrei Ioda. If only one user exists in the database, the RTML importer will create all of the Projects coming from ACP web users under that one Scheduler Observer. Once you add a second Observer (with the Desktop browser) additional Observers are created as needed.

Found this in the web schedule browser, Project editor (seditproj.asp). Corrected as part of SCHEDULER-342 Project suspend/resume/etc.
