Description 
See this Comm Center thread by Sam Lising. If you submit astro-imaging or single series using the Scheduled forms in the ACP web UI, and there are completed or failed plans in the parent project, everything gets set to pending (it's all resubmitted). The auto-submit checkbox is incorrectly resubmitting the entire project!
