See this Comm Center thread by Rob Capon. The problem he describes, that Resubmit All Plans doesn't work, is an effect of trying to modify a Project belonging to a different scheduler User/Observer. In general you either have to be the Anonymous user (as an admin) or logged in as the owner of the Project!
This is not enforced by the UI so it just fails with no messages. Ugly. The UI should reflect your permissons.
