As of this week, there is an ASCOM Observing Conditions driver for the SQM/LE. See this awakening of the original Comm Center thread by David Wormuth requesting this feature (again). I have bumped this up one priority and assigned it to myself. It really should be done soon.

Sascha Schueller has it working, but complains that it shows poor skies for daylight and is thus suppressing sky flats.
