Description

If ACP is stopped by weather unsafe, it may run an ACP-Weather script. If the weather becomes safe too quickly, ACP will still be in the process of shutting down, and the Scheduler's attempt to run StartupObs.xx will fail because of a busy sequencer.

Increase the time allowed for busy sequencer from 10 seconds to something much longer. This is in the ACP Sequencer class.

Another manifestation of this: Tonight at NMSkies, the weather went offline for a brief period. The net result was the dome was left in HOME position! Need to check further into the dome condition internally to the scheduler! Taking out of triage and gonna do for 3.1!
