Description 
See this Comm Center thread. For some reason the file CurrentLogPath.txt is becoming locked and causing problems. SOmehow, when Scheduler starts or ??? kill this thing.

Catch failure and just log a message plus the fixit instructions. Messy if it is really locked by (e.g.) the ACP web server. OOPS Committed under  SCHEDULER-1600.
