Allow input of a subframe fraction in ImageSets.

As a temporary measure, support #subframe 0.nnnn in the ImageSet Description field. This might have to be combined with #nosolve in that same field.

See this recent request from Leonid Elenin. Before doing the "big change" which affects the database, RTML and all of the forms, perhaos a hack in the reason/description field??
