Description
See this Comm Center thread by George Sjoberg. If Time Spacing and Tolerance are zero, force the "immediately after". It's redundant right?

Check-in comment Improve behavior of both schedule browsers for the Observation time from and tolerance fields, as well as the immediate checkbox. The change to the Engine is comments only (handling the immediate field and calculating the timing), no logic change. GEM:1410

While testing this I discovered that if you put a value into time spacing, the validation won't let you erase the times and check Immediate. If you click away from the Observation in the tree, boom! Exception control not visible.
