Description
If both Monitor Mode and Fixed Time are set for a Plan it gets requeued over and over and run over and over in the same night!

See attached Plan screen and resulting Scheduler engine log.

See this Comm Center thread by Colin Haig. Allow monitor interval to be in sidereal days. This won't helop things like CVs or exoplanet transits, but it will mean that a deep sky object will be at the same alt/az each monitored night instead of "walking" 4 minutes each night. Set to low priority and Postponed for now.

This was a side effect of the engine re-queuing the Plan even after the Latest Time, then expecting it to fail. But with Fixed Time it got queued and ran all the time!!!! See SCHEDULER-1608.

This requires changes to the Scheduler web forms to enable monitor mode with fixed time. At present selecting monitor mode disables the times and the monitor field. See ACP-1607.

This needs to be done for GBO and maybe others. Advance the day by one when re-queuing for monitor.
