Description 
As requested by Stefan Thorsteinson of DRDC <Stefan.Thorsteinson@drdc-rddc.gc.ca> need a 64 bit engine. Using with MATLAB and he needs 64 bit for array sizes.

  More unit/regression testing. So far so good. Needed to up MaxSolveStars for old tests before the default 500 limit. Mainly this is for the CLAPACK SVD distortion flattening. I only tested 64 bit because I think if it works in 64 it will work in 32. Time consuming.

  Basic regression tests completed for 32- and 64-bit. Results match and 64 bit is "somewhat faster" depending. Test scripts modified to use ACP's Util since the old DriverHelper.Util is 32-bit only. No other changes to test scripts (PP settings etc) so validity for regression is preserved.

Ran a few unit tests with the 32--bit engine. OK. However ionitial 64-bit test stymied -- the license validator engine -- I need a 64 bit one of those (or build it into the PinPoint DLL itself!!

            HOORAY!!! Now supporting 64 bit. In all but one case, the 64 bit unit tests run faster and have fewer edge condition errors. The final libs are committed, along with the unit test results of this build named in a way that allow comparison with the 2009 test outputs.  GEM:1417

CLAPACK was ported to VS2019. This commit consists of vcxproj project files, and the OUT files containing the results of the unit tests. Basically there are a few failures but they are identical to ones I had before. Here's a cribbed list.

  Starting this massive project. Solutions and Projects modified to use latest platforms, SDK, add 64. CFITSIO is completed and runs 64 bit. Same with Sextractor, t appears to run but needs thorough testing on 64 bit.

CFITSIO converted and tested 32-64 bits, and it passes its functional test program. All of the projects and solutions are converted and have x64 now.

MainSequence is coming out with qa 64-bit SGP. Thenneed 64-bit PinPoint. Now high priority.
