Description
Several years ago, Clarity was enhanced to add two additional "flag" fields in the 1-line data file. The last one (column 104)  is "alert" = 0 when not alerting, = 1 when alerting. Use this for the safe-unsafe if present. This allows the use of the Alert checkboxes in Clarity to control when the system sees bad weather instead of the threshold checks as it's done now.

Added the 2017 Clarity manual which is not available on the Diffraction site, but I got it from Dick Berg who got it in 2017 fro Diffraction. It shows the Alert bit. This new ,manual shows images from 2.024 and 2.025 yet Dick has 3.008. WTF?

Check-in comment Fix AAG and Aurora servers to use Alert flag. Also other minor tweaks including turning DIAG_TRACE off in AAG. Boltwood just needed the DIAG_TRACE turned off no other logic changes. GEM:1463
