Description 
VOEvent parsing fails with a Citation of type 'supercedes'. See email from John Gross in the SRO folder.

  Add option in DefaultEventFilter.js to ignore CATOT events with Citation/EventIVORN (previously seen events). Fake CATOT template now has a Citation. Also checked the issue with supersedes, and this appears to no longer be an issue (308 fix may have fixed this, or may have been temporary format botch by CRTS) GEM:148
