Description 
The Scheduler now detects minor planet and comet names via the ACP-style "MP" and CT" in the target names of its web submission forms.

  Oops forgot to put #trackon into the RTML23.Target.Description for orbital tracking. Needs support in the RTML importer as well.

Missed the Orbital Tracking checkbox. It needs to be wired up to be in the RTML23.Target.Description. Also the RTML importer needs to swallow this and turn it into the orbital tracking option on Observation. See SCHEDULER-1665

SURPRISE! It already handled "MP xxxxx". WIll enhance this to allow the # for extra info in the Observation name, and add support for the CT and Comet.






The #trackon will be handled in AcquireScheduler.

Detect and handle the MP and CT form target names, converting into Planet and optionally Orbital Tracking. Use  a # to delimit the end of the MP/CT name and other stuff in the Observation name.
