Description 
See this Comm Center thread by Paul Luckas. The docs need to be more specific and clearer on the effect of Best Efforts. It would help if there was some guidance on doing long time series to include both Best Efforts (and discouraging the use of it) as well as the use of Fixed Time plans for things like exoplanet transits and other phase-constrained acquisitions.
