Check-in comment Testing uncovered several places for improvement. The delay parameter is now "advanced" in AutoFlatConfig. The log messages have been cleaned up and are now "pretty". GEM:1623

Check-in comment When possible, use short pause in tracking instead of a slew to dither between sky flats. GEM:1623

Overlap the track-off with the image download, if possible. This will make the logic quite a bit more complex. We have to honor the "Disable slew/overlap" options (grrrr) as well as the mounts that can't have tracking turned off.

Put the delay time into AutoFlatConfig.
