Description

If an Observation fails (like for missing its time slot or being vetoed during its time slot or ???) without ever even trying to acquire any images, the Images are left "Pending". I think this is wrong. If an Observation fails, all pending images should be marked failed for Observation failure.

  Clean up handling of Fixed Time Plans for a veto at the start time, which actually results in a Plan failure. Clear up the logged info for this condition.

This resulted in some changes related to the handling of fixed-time plans too. Unfortunately the changes are mixed between this ticket and SCHEDULER-1308.
