Description
Provide a choice between aggregating the "Repeat Series > 1" into a single looped Observation or cause the "Repeat Series > 1" to create separate Observations "back to back", or to put in time spacing/tolerance. If you set a "Repeat Series > 1"and you choose separate Observations, then Best Efforts can operate between Observations. It will require a change to the RTML importer, and the form in the web UI as well as the form processing script at the server end.

THe form part of this was done in ACP-1610 where I added a checkbox to determine whether a repeat series with 0 spacing is aggregated into a single observation or multiple Observations. Now I need to alter the RTML importer to somehow pick up the choice.
