Description 
Per an email support ticket 4/19/2019 (inaccessible now) with Adam Block, add a mode where if the local solve fails, then try an all-sky solve.

Oops, solving images without approximate coordinates causes fatal error for no TargetRightAscension. Fallback means it will try a local solution first -- DUH --
