Description
See this Comm Center thread by Jeff Morgenthaler. After discussing, the answer is to add 5 minutes to the calculation so assure that the target is above the slew horizon. But also look at avoiding it some other way.

Check-in comment Change to using angle + 1 degree instead of 5 minutes. Much better. Thanks to Morgenthaler. GEM:1696

Duh! He pointed out that thisw adds 5 minutes unconditionally to all targets. His solution is much better. See the thread. WIll add this tomorrow.
