Description 
See this Comm Center thread by Dick Berg. This adds a control for starting or restarting the Scheduler. Make this a permanent part of the ACP web UI (Tools menu). The original scripts and item source are attached to the thread's OP.

See this Comm Center thread by Tim Long. Oops. The StartScheduler.js script didn't make it into the Scripts folder thus was not installed into users' systems.

Main menu changes are in the production system and staged in the master but not committed.
