  Check-in comment
  The combination of Startup in Unsafe Weather = False, Close if Idle with a specified scope idle position, and the observatory has never been cold started, and then the weather goes safe, it now knows not to try to move the scope to the idle position since the scope is not even powered up yet. Add ScopeConnected member to Sequencer interface.
