Description
ACP does not handle west to East flipping for a target that is under the pole. See this Comm Center thread.

The problem in 185 was found while doing tests for 187. The call to AutoFlipIf() just before the pointing update does not include the time needed to do the pointing update!

I refactored the flip testing into a new WouldFlip() function in AcquireImages. It handles both flip points, normal and sub-polar. The existing Util functions in ACP are fine!

This goes beyond the auto-flip logic in AcquireImages. The West/East light on the ACP panel needs to turn yellow when in the west and 10 min from making a sub-polar meridian crossing to the east (like it does not for a east to west meridian crossing).
