Description 
After installation on a virgin WIndows OS (any), running Planner fails with "ActiveX could not create object"

This was due to the MSXML4 engine not being installed. I had that stuff in the 3.2.2 installer but removed it. Mistake. Now the 3 files for MSXML4 are part of the 4.0 installer and marked permanent.  This fixed the problem!
