Description 
Email notices would only be for startup, shutdown, and dispatcher failures ("Dead"). If this option is enabled, only then include Plan completion or failure notices in emails.

If a project contact email is your@email.here (junk from RTML) ignore it.

Add successful startup, shutdown, and restart messages (whether or not "plan notices" is enabled).

ALso include weather safe-unsafe in base emails.
