There are times whjen the Sky Condition server is providing bad data, where you'd like to manually control it. Add an option that, while the dispatcher is running, if there is a Sky Condition server available, you can force the scheduler to stop accepting inputs from it. Instead, the SkyCondition selector becomes enabled. When no SkyCondition server is configured, this options should be disabled.
