Description 
Log to the common Files folder in the web. This allows remote users to see the engine log. Maybe add a link to the Scheduler web UI to the log files! Put them into a Scheduler Logs subfolder under Files?

Chicken and egg problem prevents me from getting the web root of the sequencer at log construction time. No sequencer yet! So instead this will be a "custom engine logging folder" setting. that allows the folder to be anywhere. Will change the title of the issue.
