Description 
The logging and status text for plans being deferred for rising plan delay report the wrong deferral-end time. For example:

21-Oct-2009 09:18:55.4: Plan AC_Mon is rising, with 171 min. remaining till dawn
21-Oct-2009 09:18:55.4:     deferred (rising) for 111 min, until 21-Oct-2009 09:18:55 UTC

Note the "until" time is the current time!

Also change the rising advisory logging to Verbose. This is important info for people who may misunderstand how it works.

The time was being converted to a string before the deferral delay was added!
