Description 
There seems to be a mess with the DC3.RTML23 component (the .NET one for Scheduler) being registered a bunch of times with different GUIDs in the registry. This needs to be cleaned up! Why are the GUIDs changing?

This was only on BLAZE and appears to be a result of an ancient mistake. Will clean up manually.
