Description
Add an option to the filter for CAT types, the ability to ignore events for which there is a CItation element. That means the object was found to be a known object.

Check-in comment Add option in DefaultEventFilter.js to ignore CATOT events with Citation/EventIVORN (previously seen events). Fake CATOT template now has a Citation. Also checked the issue with supersedes, and this appears to no longer be an issue (308 fix may have fixed this, or may have been temporary format botch by CRTS) GEM:148 GEM:308

Added Citation to Fake Template for CAT, option in DefaultEventFilter to reject CAT objects with non-empty Citation.
