Description 
See this Comm Center post. The test for #NOTIMECOMPRESS assumes that the comments for the first target have something in them. If there are no commentrs at the start of a plan the value of Plan.Targets[0].Comments will be null and the run fails with a script error.

Temporary workaround: Put at least one ';' into the plan.
