Reported by Dirk Terrell for AAVSO/APASS. Import RTML with a Dec-90 target, big trouble.

Tom Smith provided logs, they are attached. This is in the AirMass Range constraint. It is not detecting the "never rise" exception. Component for this issue has been changed.

I bet Dirk is right and if you just create an RTML file with a target at RA
0.0000 and DEC at 90.0000 you will get a repeat of what we saw.

The sequence I saw was:
- Enable the Dispatcher
- The Scheduler would run the Startup script
- The Scheduler would "Schedule" and then as it was finished (I
assume) the error message would pop up on the tray icon and the Status would
go to "DEAD".
