Description 
Title says it all. Now that I have a Plan Importer for Scheduler, it might be applicable to Planner.

This got to be quite tricky, due to the possibility of the Preferences not matching the generated plan that is being read-in. Therefore I re-cast this as an "import" operation rather than just "open plan". Other issues:
        
  1. Autofocus directives are ignored, and the saved plan carries those that are specified by the current Preferences.
    2.     
  2. Flat processing is re-generated per the current Preferences settings, with only the #duskflats and #dawnflats being carried in from the imported plan. If Flat Planning is enabled, new flat plans are generated and linked to the obs plan being saved. If not, then the flat directives are generated naked, expecting default flat plans.

Even easier, use the ACP Plan complier, VB6 is late bound.
