Description 
Reported by John Smith. If the projection is set to ARC, the WCS shows TAN. This is incorrect. This could be in the engine or in Visual PinPoint.

Needed to set the projection type after attaching, but only if no WCS already in the image.

VPP was completely jacked with respect to projection types! The droplist was totally wrong and was missing CAR.
