Description
See this Comm Center thread from TRAPPIST project (there are two issues here). For precision science applications, using #chill, the CCD temperature needs to reach a precise temperature, and if it fails, the data won't be usable so the run should stop.

Think about how to provide the tolerance as a setting, as well as whether or not the run should stop.

This also includes a bunch of fixes to the Plan compiler to catch a specific flavor of bad numbers in directives. Probably not someting anyone will see but I am a perfectionist.

Provide for optional tolerance, and abandon the run as described in the thread. The rest of the auto-adjust stuff is gold plating and is guessing what the observer wants. Rejected.
