Description
The web schedule browser cannot show or edit planet (major/minor/comet by name) or orbital elements.

BZZZZT!! Cannot do this at run time, it has to be done at submission time, so that the Scheduler can calculate the ephemerides while dispatching, you fool! Forget the mod to AcquireScheduler. It must be done in the ACP Web Submission forms. See ACP-1606.

Detect ACP style target names with a # delimiter following, and then convert to Planet and optionally OrbitalTracking in the Observation. Do this in AcquireScheduler, then add support in the forms processors (see ACP-1606)

Allow names via the target name like ACP. At least this is a start.

Same with the entry forms. The only way in is via RTML. Ugly.
