Description 
The lists of filters and binning values need to be available when the observatory is offline. Very important to Scheduler people.

  Oops, remove popup for reloading on camera connect (no longer needed). Remove comment-close from MarkupPreHead that was causing it to appear in author mode at the top. Was added for syntax coloring!
