Description
See this Comm Center thread towards the end. I think it's possible that the scope is starting in the "tracked past" state, for example, in the "looking east" state but actually looking west. In this case, the wait time will be calculated with an extra 12 hours added! NOPE! This was a real problem for sub-polar waits, and waits under other conditions.

Fix this in AcquireScheduler for the ACP 7 release (it already has an AcquireScheduler!)

The thread ended with Chang saying it was not starting up in "tracked past". Think of another possible cause.
