Probably should add ; ASP[SX] Priority = nn also. It might be cool to process #waituntil and #waitfor. Egad!

Enhancements to ACP Plan IMporting for POSS, add constraint control.

Need to control Horizon at least, and maybe some other constraints. Use #tag directives in plan to allow varying the constraints throughout the ACP input plan.

Well s**t, it turns out that POSS needs to be imported with entire grids as Plans, instead of individual targets. Probably more efficient anyway. Reopened.
