For this release, replace the Astro Imaging and RTML submission forms with a message to use the ones in the main ACP UI. Leave the special purpose Photometry and Survey forms but put a notice that they are "special purpose" and to use the Astro or Series form in the main ACP web UI.

Also the Scheduler Help needs to be updated in this area.
