Normally, thje best-efforts mode is limited to Plans with multiple Observations or Observations with Repeat > 1. If it is set with a single Observation, the engine will mark the Plan successful even if the first obs fails! THe user interfaces prevent best efforts on a single Obs, but RTML does not.
There are two things to fix here:
- RTML should reject or ignore bestefforts=true for single Observation
- Engine should ignore bestefforts (and log same) for this condition
