When the flat system is configured for panel/screen flats, change the web UI to reflect this. Including the Instruments & Equipment item.
EXPAND SCOPE: Also add new #screenflats directive for plans, and change wording in logged messages as appropriate. Check for correct AutoFlatConfig settings too (in the Plan compiler).
