From Stacey Mills in the epic GNS thread... If the Scheduler enters Operator Intervention due to something other than ACP disappearing (in this case the heartbeats stop, right?), the heartbeats keep coming from ACP. We need Scheduler to positively send an Alarm() to GNS when it enters Operator Intervention and ACP is still alive.
