See this Comm Center message by Geoff Stone (part of a larger thread that may be unrelated). In order to diagnose this problem, it would help to see output from the weather server when it reports unsafe. This goes for all of the weather servers. The output to the console is semi-useless as the first thing on an unsafe is to abort, clear the console, and start ACP-Weather!
