Bring the settings in FlipConfig.txt into ACP's UI and API, then upgrade documentation including Getting Started to not only reflect the new location for the settings, but to better explain how ACP manages flipping. Eliminate the concept of negative preflip-margin etc, replacing with "Track Past Flip Point" or something that is a positive number to the user.

This will require a change to AcquireScheduler as well!!
