Diagnosed with Howard Anderson. When UAC is on, ACP writes changes to registry profile info to HKCU\Classes\VirtualStore\MACHINE\SOFTWARE\Denny\ACP\... Then when reading, it first tries the VirtualStore info first, and if not there, it then reads the (original) info from the physical (normal) location HKLM\Software\Denny\ACP. This also goes for any attempts to write to C:\Program Files[ (x86)]\ The result of this is that the Profile Restore fails to restore the data that was in VirtualStore when it was read into the .REG file. Restoring elevates RegEdit and writes into the physical location, but the stuff from the previous profile that is in the VirtualStore is still there and it will be seen in preference to the stuff just written to the physical store.

My initial thought is to simply delete both the physical and the virtual store areas with Regedit before restoring. That would do it.
