If the scheduler is active, the weather is unsafe, and it is time to start up, it runs the startup script, then fails ->Dead with a message "Attempt to open dome with unsafe weather". Should it even have run the startup script?
Restarting the scheduler and dispatcher causes it to come up without running the startup script, with status Sleeping (unsafe weather). From old issue 145 see this Comm Center thread.
