Priority for Mt. Lemmon Sky Center and SSON

This has grown into a fairly major update to the handling of comets overall (thanks to C/2012 S1 (ISON)). Neither AcquireSupport nor the dispatcher engine (CalcObsPosition()) can recognize unnumbered comets of type D/ nor can it deal with numbered comets of the form nnnP at all. Secondly, there is no support for MPCCOMET (the ASCOM cometart database component) in either the dispatcher engine or AcquireSupport.
